Electronic pre-qualification submissions from respondents will be received until 2:00 p.m. CST on April 9, 2024, emailed to saskatoon.reception@aecom.com or submitted in a sealed envelope to the office of AECOM Canada Ltd., 200 - 2100 8th Street East, Saskatoon, Saskatchewan, S7H 0V1.

This Request to Pre-Qualify (RTP) serves to pre-qualify Prime Contractors and Mechanical/Electrical subcontractors for the construction of Water Treatment Plant Upgrades, Sewage Pump Station Upgrades projects, located on Morin Lake I.R. No. 217. The proposed works are listed below but may be increased or decreased at the discretion of the Lac La Ronge Indian Band (The Band):

CONTRACT 1 – MORIN LAKE I.R. NO. 217 WATER TREATMENT PLANT UPGRADES

• Expansion of the building and reservoir
• New well development and existing well decommissioning
• Underground pipeline construction
• Civil works including site preparation and grading, access road and parking lot, hard and soft landscaping, fencing and gates, and overall site restoration.
• Construction of new biological filtration treatment system.
• Upgrades and replacement to mechanical, electrical, and controls systems.

CONTRACT 2 – MORIN LAKE I.R. NO. 217 SEWAGE PUMP STATION UPGRADES 

• Construction of a new Sewage Pump Station No. 1
• Demolition and decommissioning of existing Sewage Pump Station No. 1
• New expansion construction and upgrades to Sewage Pump Station No. 2
• New gravity PVC sewer main extension, new force main connection and new water service connection to new sewage Pump Station No. 1
• Electrical service upgrades
• Associated site works including grading, landscaping, fencing and access driveway improvements.

This pre-qualification process is only for general contractors that have the ability and interest to act as a Prime Contractor (as herein defined) and/or Mechanical/Electrical Contractors who will be approved as subcontractors. If a Contractor has intentions of acting as both Prime Contractor and Mechanical/Electrical Contractor, all pre-qualification documents must be submitted (as herein defined).  For those intending to qualify as Prime Contractor only, complete forms A & B and C. For those intending to qualify as approved Mechanical/Electrical contractor complete Forms D only.  Prime Contractors not qualifying as Mechanical/Electrical Contractors may not submit Forms C on behalf of other proponents. 

Successfully pre-qualified respondents may be invited to submit a bid in a subsequent and separate process and, if successful, enter into a contract directly with Lac La Ronge Indian Band. The Morin Lake I.R. No. 217 Water Treatment Plant and Sewage Pump Station Upgrades will be issued as individual bid packages. All pre-qualified respondents will have the opportunity to submit a bid for each project. Subcontractors and suppliers other than Mechanical/Electrical Contractors will not be pre-qualified under this process.
