Sandy Bay Subdivision

Contract 1 – Stage 2 Phase 3 Subdivision

This Request to Pre-Qualify (RTP) serves to pre-qualify Prime Contractors that have the ability and interest to act as Prime Contractor for the construction of the Sandy Bay Subdivision, Contract 1 – Stage 2 Phase 3, ISC Project No. CTE62 (Project), located on Peter Ballantyne Cree Nation (PBCN) Sandy Bay I.R. No. 202 (Sandy Bay). The proposed works are generally listed below but may be increased, decreased, or modified in the Bid Documents subsequently issued to the prequalified Prime Contractors.

The community of Sandy Bay, Saskatchewan is located approximately 430 km northeast of Prince Albert and 60 km north of Pelican Narrows. The Sandy Bay community consists of both the PBCN Sandy Bay I.R. No. 202 site and the Northern Village of Sandy Bay, each with their own administrations; however, the community shares common infrastructure such as the water treatment plant, water distribution system, sewage collection system, and sewage lagoon. Access to the community is via Highway 135. 

The Work generally comprises of the construction of the Sandy Bay Stage 2 Phase 3 Subdivision including:

• Site preparation including tree clearing, grubbing and stripping of organics
• Site grading including common excavation and construction of roadway and building lot embankments
• Installation of sanitary sewer including manholes and building services
• Installation of watermains including hydrants, valves and building services
• Roadways including subgrade preparation, gravel surface, and CSP culverts
• Swabbing existing watermains
• Rock excavation for underground utility installations, roadway, and lot building pad grading
• Off-reserve decommissioning and upgrading of existing watermain, water services, and sewer services including temporary potable water supply to impacted residences
• Off-reserve roadway reconstruction and drainage improvements including subgrade preparation, gravel surface, and CSP culverts
• Repair of defects during the warranty period.

This pre-qualification process is only for general contractors that have the ability and interest to act as a Prime Contractor (as herein defined). Subcontractors and suppliers will not be pre-qualified under this process. 

Only the forms provided in this pre-qualification package will be considered during the Engineer’s review of the proponent’s submission. Additional information submitted, or multiple forms not requested, will not be considered during the review.

RTP Submissions shall be provided in PDF format via email to Saskatoon.Reception@aecom.com with the subject line: RTP Submission – Sandy Bay Subdivision, Contract 1 – Stage 2 Phase 3.
RTP Submissions must be received on or before 2:00:00 PM, local time on June 23, 2026 (RTP Closing Time).
